An ad budget is best calculated by working back from the sales target: how many sales you need → how many leads (enquiries) that takes → what one lead costs → budget = number of leads × cost per lead. The "such-and-such a percentage of revenue" or "whatever is left over" approach does not work in 2026, because the result of every manat is measured in the ad account. In this article we compare three methods, walk through the formula with a hypothetical example, and explain unit economics, the split across channels, test length and seasonality in Azerbaijan.

Key takeaways:

  • There are three methods: working back from the target, percentage of revenue, and test and scale; our recommendation is to work back from the target and verify the result with a test phase.
  • The formula: Budget = (sales target ÷ lead-to-sale rate) × cost per lead; the first 7–14 days of testing show the cost per lead.
  • An ad budget makes sense only if you know your average order value, margin, CAC and break-even ROAS; otherwise "lots of leads" can end in a loss.
  • The agency fee and ad spend are always separate; split the budget across Meta/Google/TikTok into proven channels and test channels.
  • A real reference point: in Advertol projects the cost per lead was $2.80 at Sea Breeze Properties (4-month average) and $0.20 at E-Travel.

What are the three methods for calculating an ad budget?

An ad budget is set in one of three ways: by working back from the sales target, as a set percentage of revenue, or by starting with a small test and scaling the campaign that works. For small and medium-sized businesses the first is the most reliable, and the third is the mechanism for carrying it out.

Method How it works Advantage Weakness Who it suits
Working back from the target Sales target → number of leads → cost per lead → budget Every manat is tied to a specific result You need to know the lead-to-sale rate Any business with sales and lead goals
Percentage of revenue A fixed share of monthly revenue is allocated to advertising Simple, easy to plan No link to the target; when revenue falls, advertising falls too Stable, mature companies
Test and scale A 7–14 day test on a small budget, then the campaign that works is scaled Low risk, based on real figures Results come slowly at the start New products and new channels

Our recommendation: work back from the target, run the first month in test mode, and from the second month recalculate the budget using your real cost per lead. "Percentage of revenue" is useful only as an upper limit.

How to calculate an ad budget: the formula for working back from the target

The formula has four steps: the sales target, the lead-to-sale rate, the number of leads needed and the cost per lead. Multiply them together and you get the monthly ad budget.

  1. Write down your sales target. How many sales (or contracts, or reservations) do you need per month? The figure comes from your revenue target: revenue target ÷ average order value.
  2. Determine your lead-to-sale rate. How many out of 10 enquiries does your sales team close? If you have a CRM, use the actual figure for the last 3 months; if not, take a conservative assumption and correct it after the test.
  3. Calculate the number of leads you need. Number of leads = sales target ÷ lead-to-sale rate.
  4. Take your cost per lead (CPL). If you have no history of your own, measure it with a 7–14 day test budget; it varies considerably depending on the channel, sector and creative.
  5. Calculate the budget. Budget = number of leads × CPL. On top of that, add a reserve for testing and creative (usually 10–20%).

The example below is entirely hypothetical: the figures were chosen for illustration and are not market benchmarks. Suppose a furniture showroom in Baku is aiming for 20 sales a month:

Step Metric Hypothetical value
1 Sales target (month) 20 sales
2 Lead-to-sale rate (actual CRM figure) 10% (1 sale from 10 enquiries)
3 Number of leads needed 20 ÷ 0.10 = 200 leads
4 Cost per lead (from the test) 3 USD
5 Base budget 200 × 3 = 600 USD
6 Test/creative reserve (15%) 90 USD
Monthly ad budget ≈ 690 USD

In the same example, if the lead-to-sale rate falls to 5%, the budget rises to 1,200 USD; if the CPL drops to 2 USD, the budget falls to 400 USD. So there are two real ways to reduce the budget: raising the sales team's close rate and lowering the cost per lead. Both are solved in the process, not in the ad account.

Unit economics: which figures should the budget rest on?

An ad budget makes sense only when you know your average order value, margin, customer acquisition cost (CAC) and customer lifetime value (LTV); without them even a cheap lead can lose you money. The formulas are simple:

  • Average order value = monthly revenue ÷ number of orders.
  • Unit margin = average order value × margin percentage (for example, a 500 AZN (manat) order × 40% = 200 AZN).
  • CAC = ad spend (+ agency fee) ÷ number of new customers.
  • LTV = average order value × margin percentage × the customer's average number of purchases. A customer who buys repeatedly (salon, clinic, delivery) can support a higher CAC.
  • Break-even ROAS = 1 ÷ margin percentage. If the margin is 40%, break-even ROAS is 2.5: every 1 manat of advertising must bring in at least 2.5 manat of revenue for you to break even.
  • Decision rule: if CAC < unit margin (one-off sale) or CAC < roughly a third of LTV (repeat sales), you can increase the budget; otherwise the order value, margin or conversion has to be fixed first.

Saying "let's double the budget" without calculating these figures is the most expensive marketing decision there is.

How to split the budget across channels: Meta, Google, TikTok

The principle of the split is this: most of the budget goes to the channel already proven to bring leads, and a small part goes to testing new channels and creative. For small and medium-sized businesses in Azerbaijan the main channel is most often Meta (Instagram + Facebook), with Google for queries where demand exists and TikTok for a young audience and video.

Channel When it is the main channel When it is a test channel
Meta (Instagram/Facebook) Visual products, services, lead forms, sales via Direct/WhatsApp Almost always the first test
Google Ads (Search) People are actively searching for the service (repairs, clinics, legal services) When the website and conversion tracking are ready
TikTok Young audience, entertainment, low-priced products, video content When you have video creative ready

A practical rule: when you are just starting, concentrate the bulk of the budget in one channel, because a small budget split across 3 channels does not get through the learning phase in any of them. The minimum daily budget on Meta is about 1 USD, while a reasonable test is 5–10 USD a day for 7–14 days. We explain the Google side separately in how to run Google ads and TikTok in how TikTok ads work in Azerbaijan.

Agency fee, seasonality and other factors that affect the budget

Ad spend and the agency fee are two different cost items: the first goes from your card to Meta or Google, the second is paid to the agency for strategy, creative, account management and reporting. Proposals that do not separate the two in a budget discussion cannot be compared.

We give the market range for agency fees in how much SMM costs in Baku, based on openly published price lists; Advertol itself has no published price list, and the price is prepared as an individual proposal after a free strategy call. When you start with a small budget, it is normal for the agency fee to be larger than the ad spend; this ratio reverses as the budget grows.

In Azerbaijan seasonality affects the budget directly, so the annual plan should not be divided equally between the months:

  • Novruz (March) — demand for gifts, groceries, clothing, travel and restaurants rises; competition and auction prices go up too, so the budget needs to be increased a week or two in advance.
  • Summer (June–August) — tourism, real estate, air conditioners and children's camps pick up, while many B2B sectors go quiet.
  • Back to school (August–September) — the most important period of the year for education centres, stationery, children's clothing and courses.
  • New Year (December) — retail, corporate gifts, restaurants and entertainment; ad placements get more expensive, and creatives must be prepared in advance.
  • January–February — demand falls in many sectors, but the auction gets cheaper; a good period for tests and new creative.

How long should a test run, and when and by how much should the budget be increased?

The test phase should usually last 7–14 days, and the daily budget should be large enough to let the campaign get through the learning phase; the budget is increased only when the cost per lead and the sales rate stay stable within target. Increasing it in a hurry damages results.

  1. Test week. 2–3 audiences × 2–3 creatives, each with the same budget. Do not make a decision in the first 3 days: the algorithm is still learning.
  2. Evaluation. After 7–14 days: CPL, lead quality (how many in the CRM are real customers), lead-to-sale rate. Keep the best 1–2 combinations and stop the rest.
  3. Scaling. Increase the budget of a working campaign in stages, not sharply: in practice an increase of about 20–30% at a time preserves results, while doubling it can reset the learning.
  4. Stop signal. If CPL rises for two weeks in a row, lead quality falls or the creative has "worn out" (frequency is up, clicks are down), change the creative and the audience, not the budget.
  5. Monthly recalculation. Rerun the formula with the actual CPL and sales rate; the budget should follow from the target, and the target from unit economics.

We show where these metrics appear in Ads Manager in our article on how Ads Manager works; Advertol clients, meanwhile, follow campaign results live in the AVA panel.

Real reference figures and the most common budget mistakes

Rather than market "average CPL" figures, it is better to look at published results from real projects: they show how large the difference can be depending on sector and creative.

  • Sea Breeze Properties — real estate, Meta ads: 1,759 leads in 4 months; the cost per lead fell from $5.06 in May to $2.06 in July, with a 4-month average of $2.80. As a result of optimisation on the same budget, the number of leads more than doubled.
  • E-Travel — tourism: 1,000 new followers in 1 month, cost per lead $0.20.
  • iMobile — electronics retail: cost per conversation from $2 to $0.10, ad efficiency up 20 times.

The lesson from these figures: with the right structure the same budget produces results that differ by a factor of 2–20, so the question "how much money" cannot be answered separately from the question "how to spend it". We cover the factors behind the price of Instagram ads in detail in Instagram ad prices.

The most frequently repeated mistakes and how to fix them:

  • The budget is set without a target ("let's put in 300 manat a month and see"). Fix: sales target and CPL first, then the budget.
  • The agency fee and ad spend are mixed together. Fix: two lines in the proposal, media budget and service fee.
  • The test is stopped after 2–3 days. Fix: a minimum of 7 days, with no changes until the learning phase is over.
  • Lead quality is not measured. Fix: every lead is given a status in the CRM; a lead that is cheap but does not turn into a sale is expensive.
  • The budget is scattered across 3–4 channels. Fix: one main channel, one test channel.
  • Seasonality is ignored. Fix: an annual plan, with a reserve set aside in advance for peak months.
  • Unit economics are unknown. Fix: the budget is not increased until margin and break-even ROAS have been calculated.

Frequently asked questions

How much should a small business spend on advertising per month?

There is no fixed figure; the budget is calculated from the sales target, the lead-to-sale rate and the cost per lead. A practical way to start is to test 5–10 USD a day on Meta for 7–14 days, see your real CPL and then use the formula to set the monthly budget.

Are a marketing budget and an ad budget the same thing?

No. Alongside ad spend, a marketing budget includes agency fees or staff pay, content production, the website, tools and events. The ad budget is only the media spend paid to the platforms (Meta, Google, TikTok), and it should be shown separately in the report.

What percentage of revenue should the ad budget be?

The percentage method is useful only as an upper limit and varies a lot by sector; there is no fixed "right percentage". Compare the budget you worked back from the target with the percentage of revenue: if the result is reasonable, go ahead; if it's too high, work on conversion and margin first.

How do I calculate the budget if I don't know my cost per lead?

Start with a conservative assumption, then recalculate with the actual CPL from a 7–14 day test. Published real examples (for instance a 4-month average of $2.80 in real estate and $0.20 in tourism) show how big the difference between sectors is, so your own test is worth more than any "market average".

Why do results get worse when I increase the budget?

A sharp increase resets the campaign's learning phase, and CPL rises until the algorithm finds an audience that fits the new budget. Increasing in stages (in practice about 20–30% at a time) and refreshing the creative at the same time reduce this effect.

What is break-even ROAS and how is it calculated?

Break-even ROAS is the minimum ratio of revenue to spend at which advertising makes no loss: 1 ÷ margin percentage. If the margin is 25%, every 1 manat of advertising must bring in at least 4 manat of revenue. Target ROAS is set above this so that the agency fee and other costs are covered too.

Conclusion

An ad budget is calculated not from the question "how much money do we have" but from the question "how many sales do we need, how many leads does that take and what does each lead cost". Know your unit economics, measure your real CPL with a 7–14 day test in one channel, scale the budget in stages and keep a reserve in advance for Azerbaijan's seasonal peak months. Always state the agency fee and the media spend separately.
