Ads Manager ("reklam yöneticisi") is Meta's advertising tool: the ad account where ads for Facebook, Instagram, Messenger and Audience Network are created, budgets are managed and results are measured. It works on three levels: you choose the objective in the campaign; the audience, placements and budget in the ad set; and the creative in the ad. The system buys impressions at auction and shows the results in reports in real time. The term "reklam yöneticisi" comes from the tool's name in the Turkish interface; in Azerbaijan the same tool is also called Ads Manager, Meta Ads Manager, "reklam meneceri" or "Facebook reklam yöneticisi".

Key takeaways:

  • Ads Manager is free; you pay only for your ad budget, by bank card.
  • Every decision has its own level: the objective in the campaign, the audience and budget in the ad set, the creative in the ad.
  • In 2026 there are six objectives: Awareness, Traffic, Engagement, Leads, App promotion and Sales.
  • After a change, an ad set enters the learning phase; frequent edits make results more expensive.
  • Build your report with your own columns: amount spent, results, cost per result, CTR and frequency.

What is Ads Manager and how do you open it?

Unlike the Boost button, Ads Manager is a complete workspace that gives you control over every ad setting. To open it you need a Facebook profile, a business Page and an ad account.

  1. Go to business.facebook.com in your browser and log in with your Facebook profile.
  2. In the left-hand menu, select "All tools" → "Ads Manager". The direct address is adsmanager.facebook.com.
  3. Choose the correct ad account from the list in the top-left corner; if you have access to several accounts, this is where most mistakes happen.
  4. To manage ads from your phone, download the "Meta Ads Manager" app: it is enough for checking results, changing the budget and pausing an ad.

If you do not have an ad account yet, or want to set one up properly inside a Business portfolio, first complete the steps in our guide to setting up a Facebook ad account. Scheduling posts and handling messages is done in a separate tool, Meta Business Suite.

The structure of Ads Manager: campaign, ad set, ad

Everything in Ads Manager is built on three levels, and a different decision is made at each one. A user who understands this logic looks for both the report and the problem in the right place.

Level What you choose here Example
Campaign Objective, special ad category, campaign budget (optional), A/B test "Leads — Summer sale"
Ad set Conversion location, audience, placements, budget and schedule, performance goal "Baku, 25–45, Instagram Stories + Reels"
Ad Page and Instagram account, format, video or image, text, button, link, tracking parameters "Video 1 — customer review"

A campaign can hold several ad sets, and each ad set several ads. A practical rule: test audiences with ad sets and creatives with ads. Name things systematically from the start (objective — audience — date); otherwise, three months on, it becomes hard to work out what is what in the report.

The Ads Manager interface: what is each section for?

The main screen is a table with three tabs — Campaigns, Ad sets and Ads — and the tools above it let you slice the report whichever way you want. Almost all day-to-day work happens on this screen.

  • Date range (top right). The report always covers the selected period. Some of the people who say "there are no results" are simply looking at the wrong dates.
  • Columns. There are ready-made presets: Performance, Delivery, Engagement and Video engagement. With "Customize columns" you can put together your own set and save it.
  • Breakdown. Splits results by age, gender, region, platform, placement, day or device. It is the most useful button for seeing where the budget goes.
  • Filters and search. Show only active campaigns, a particular name, or ads that exceed a particular metric.
  • Edit, Duplicate, A/B test, Rules. Action buttons for the selected row.

The rest of the work lives under "All tools" in the left-hand menu:

  • Account overview — the overall picture of the account, trends and the system's recommendations.
  • Events Manager — the Pixel (dataset) and the Conversions API: this is where you check whether events from your website are arriving.
  • Audiences — where saved, custom and lookalike audiences are created.
  • Billing & payments — payment card, receipts, outstanding balance and spending limit.
  • Account Quality — rejected ads and account restrictions, as well as requests for review.
  • Ads Reporting — detailed reports that can be saved and sent by email.

Which campaign objectives does Ads Manager offer?

There are six objectives, and your choice tells the system who to show the ad to: choose Traffic and it will find people who click; choose Sales and it will find people who are likely to buy. The wrong objective gives weak results even with the right audience.

Objective What the system maximises When to choose it
Awareness Reach and recall New brand, opening, event
Traffic Clicks through to the website or profile Article, catalogue; when there is no Pixel yet
Engagement Messages, likes, video views Businesses that sell through Direct and WhatsApp
Leads Enquiries by instant form, message or call Services, real estate, education, automotive
App promotion App installs and in-app actions Businesses with a mobile app
Sales Purchases and other conversions Online stores and websites with the Pixel set up

Because a large share of sales in Azerbaijan is closed in chat, local businesses mostly work with the Engagement (messages) and Leads objectives. We show step by step how each objective is set up on Instagram in our guide to how to run Instagram ads.

How do you set up audiences and placements?

Audience and placement are chosen at ad set level. Meta has been moving towards automation in recent years, but it still matters to know the four audience types.

The four audience types

  • Saved audience. Built from location, age, gender, language, interests and behaviours. It is the starting point for new accounts.
  • Custom audience. People who have already had contact with you: website visitors, your customer list, people who engaged with your Instagram profile, video viewers and people who opened a lead form. Remarketing is built on this.
  • Lookalike. New people who resemble a custom audience. The better the quality of the source (real buyers, for example), the better the result.
  • Advantage+ audience. The system treats your choices as suggestions and expands the audience itself. It works well in accounts that have the Pixel and sales data; in a new account, test it against a manually built audience.

Placements

"Advantage+ placements" shows the ad everywhere — Feed, Stories, Reels, Explore, Messenger and Audience Network — and steers the budget towards lower-cost results. With "Manual placements" you choose the placements yourself. In message and lead campaigns, switching off Audience Network improves the quality of enquiries in practice. Either way, upload vertical (9:16) and square or 4:5 versions separately so that the creative displays correctly everywhere.

How do you manage the budget, and what is the learning phase?

A budget comes with two choices: daily or lifetime, and campaign level or ad set level. After every change, though, the system goes back into the learning phase, so touching the budget often is costly.

Daily and lifetime budgets

  • Daily budget. This is the average daily spend: the system may spend a little more on a day when it sees an opportunity and less on another, but it keeps to the weekly average. It suits ongoing campaigns.
  • Lifetime budget. One amount for the whole period and a fixed end date. Its advantage is that you can show the ad only at certain hours — for example, if the sales manager who takes calls is only available during working hours.

Campaign budget and ad set budget

With a campaign budget (Advantage+ campaign budget) you set one amount and the system splits it between the ad sets itself. With an ad set budget you decide how much each ad set spends. If you want to test audiences on equal terms, an ad set budget is more convenient; if you are scaling proven ad sets, a campaign budget is.

Meta's minimum is about 1 USD a day, but a meaningful test needs 5–10 USD a day over 7–14 days. For real costs per enquiry, see the case study figures in our article on Instagram ad prices.

The learning phase

A new or significantly edited ad set gets the "Learning" status: the system learns by trial who it pays to show the ad to, where and when. According to Meta's guidance, the phase ends when the ad set collects about 50 optimisation events within a week. If the budget is too small for that, the "Learning limited" status appears; in that case, combine ad sets, widen the audience or optimise for an event that happens more often (add to cart instead of purchase, for example).

How do you read reports in Ads Manager?

Read the report from the top down: first spend and results, then cost per result, and only after that the metrics that explain the cause. Making a decision on the strength of a single number is the most common trap.

Use "Columns" → "Customize columns" to select these columns, then save them with "Save as preset":

  1. Amount spent — how much money has been spent.
  2. Results and Cost per result — the number of results that match your objective and the cost of each one.
  3. Reach, Impressions, Frequency — how many people saw the ad and how many times on average. If frequency is rising and the cost is climbing, the creative has become fatigued.
  4. CPM — cost per thousand impressions; it shows how much competition there is in the auction.
  5. CTR (link click-through rate) — how appealing the creative and the offer are.
  6. For video: 3-second video plays and ThruPlays — they show whether the opening of the video is working.

The diagnostic logic is simple. If CPM is high and CTR is normal, the problem is the audience or the season. If CTR is low, the creative and the offer are weak. If there are clicks but no enquiries, the problem is the website, the form or your response speed. Then use "Breakdown" to see which age group, platform and placement delivers results cheaply.

Two examples of how much the numbers can change: in the Sea Breeze Properties campaign, 1,759 leads were collected in 4 months and the cost per lead fell from $5.06 in May to $2.06 in July. In the Sneak'n'Fresh case study, the cost per enquiry dropped from $3 to $0.30. Neither result came from a single "magic setting"; both came from reading the reports regularly and testing consistently. Advertol clients follow the same figures live in the AVA panel.

How do A/B tests and automated rules work?

An A/B test compares two variants on equal terms, while automated rules protect the budget even when you are not in the account. Both sit in the toolbar on the main screen.

A/B test

  1. Select the campaign or ad set you want to test and click the "A/B test" button.
  2. Choose the variable: creative, audience or placement. Keep to one variable per test.
  3. Set the key metric (cost per result, for example) and the duration — usually at least a week.
  4. When the test ends, the system shows the winner and the confidence level of the result.

The difference from simply running two ads side by side is that the tool splits the audience into non-overlapping groups, so the comparison is fair.

Automated rules (Rules)

Under "Rules" → "Create a new rule" you set a condition and an action. Useful rules to start with:

  • If cost per result is well above target and a set amount has already been spent, pause the ad set.
  • If frequency has passed a set threshold, send an email notification.
  • If results are cheaper than target, increase the daily budget by a set percentage, no more than once a day.

Rules do not replace oversight, but they stop the budget draining away at night and on public holidays.

The most common errors in Ads Manager and how to fix them

Three problems come up most often: a rejected ad, a restricted account and a failed payment. Each has a different first place to look.

Your ad was rejected (Rejected)

The reason is shown next to the ad and under "Account Quality". Common ones: "before and after" promises, directly addressing a user's personal attributes ("Are you overweight?"), promises of guaranteed results and a broken link. Fix the text and the visual and resubmit; if you are sure the decision is wrong, ask for the decision to be reviewed using "Request review".

Your account was restricted (Account restricted)

Check the reason for the restriction in "Account Quality", complete identity confirmation if it is required, and request a review. Do not try to get round the restriction by opening a new account: that counts as a policy violation and makes matters worse. As prevention, turn on two-factor authentication, settle payments on time and do not let rejected ads pile up.

Your payment failed (Payment failed)

Open the error under "Billing & payments". The usual causes: insufficient funds on the card, international online payments being switched off, a bank limit, or a failed 3D Secure confirmation. Once you have sorted the problem out with the bank, clear the debt with "Pay now"; ads stay paused until the balance is paid. Adding a second card as a backup is good practice.

We cover other typical mistakes in detail in our article on Instagram advertising mistakes made in Azerbaijan.

Frequently asked questions

Are "reklam yöneticisi" and Ads Manager the same thing?

Yes. "Reklam yöneticisi" is what Meta Ads Manager is called in the Turkish interface, and it's the form most often typed into search in Azerbaijan. In everyday speech, "reklam meneceri", "Facebook reklam yöneticisi" and "reklam kabineti" refer to the same tool too.

Do you have to pay for Ads Manager?

No, the tool itself is free. You pay only for your ad budget, and you set the amount yourself. Payment is by bank card, and in practice accounts in Azerbaijan are opened in USD.

Why do you need Ads Manager when there is a Boost button?

Boost promotes an existing post to a simple audience, and the choice of objectives is limited. Ads Manager has six objectives, custom and lookalike audiences, placement selection, A/B tests and detailed reporting. For a business that advertises regularly, the difference shows in the cost per enquiry.

How long does the learning phase last?

It depends on the budget and on how often the chosen event happens. According to Meta's guidance, the phase ends when an ad set collects about 50 results in a week. During this time it's best not to make significant changes to the budget, audience or creative, because every major edit resets the counter.

Can you run Ads Manager from your phone?

Yes, with the "Meta Ads Manager" app you can view results, change the budget, pause an ad and create a simple campaign. For custom columns, breakdowns, building audiences and Events Manager, the desktop version is more convenient.

How should you give an agency access to your ad account?

Never share your password. In your Business portfolio, add the agency's business ID under "Partners" and give it permission only for the assets it needs: the ad account, the Page and the Pixel. That way you remain the owner of the account and can revoke access at any time.

Conclusion

Ads Manager may look complicated, but its logic is simple: the objective in the campaign; the audience, placements and budget in the ad set; the creative in the ad. Choose the right objective, give the system time to learn, read the report with your own columns and base decisions on at least a week of figures, not a day or two. A/B tests and automated rules, meanwhile, protect the budget from chance.
