WhatsApp automation means having rules, a bot or an AI agent, instead of a person, handle the repetitive part of customer conversations (greetings, frequently asked questions, lead capture, bookings, order status, reminders). A small business can set this up with the built-in tools of the free WhatsApp Business app. If you need several operators, a WhatsApp bot, CRM integration and notifications to customers who have opted in, you need the official WhatsApp Business API (in full, the WhatsApp Business Platform). In 2026 the only safe route is official tools: unofficial software can end with your number being banned.

Key takeaways:

  • There are two levels: the WhatsApp Business app (simple auto-replies) and the WhatsApp Business Platform / API (bot, AI agent, multiple operators, CRM).
  • After a customer messages you, you can reply freely for 24 hours; outside this window, only template messages approved by Meta can be sent.
  • The API setup path: Meta business portfolio → business verification → number → provider or Cloud API → templates → bot logic → CRM → testing.
  • The cost has three parts: Meta's message fees, the platform fee and the setup work.
  • Bulk messaging without consent and unofficial tools are the shortest route to losing your number.

What is WhatsApp automation and who needs it?

WhatsApp automation means handing the predictable part of a conversation to a system and bringing in a person only at the point that calls for a decision or a sale. The aim is not to make the customer talk to a robot, but to give them the right answer within seconds and not lose a single enquiry.

For many businesses in Azerbaijan, WhatsApp is the main sales channel: the customer sees an ad and, rather than going to the website, messages you directly on WhatsApp. If two of the signs below apply to you, it is time to automate:

  • the same questions (price, address, opening hours, delivery) come up dozens of times a day;
  • messages that arrive in the evening and at the weekend go unanswered until morning;
  • one phone is passed between several employees and nobody knows who answered what;
  • enquiries are copied into Excel or a notebook by hand, and some are forgotten;
  • you cannot measure how many of the conversations that come from ads turn into sales.

Automation comes at three levels: ready-made auto-replies, a scripted bot and an AI agent that understands the question. The choice is determined by message volume and the size of the team.

WhatsApp Business app or WhatsApp Business API: which do you need?

For a small business where one or two people do the replying, the free WhatsApp Business app is enough. A business that needs a sales team, a bot, a CRM and bulk notifications is better suited to the WhatsApp Business Platform, that is, the API.

Criterion WhatsApp Business app WhatsApp Business Platform (API)
Who it suits The owner or 1–2 employees reply A sales team, many enquiries, several branches
Interface The app on the phone and linked devices No interface of its own: the provider's panel, a CRM or a custom-built panel
Number of operators One phone and a limited number of linked devices Multiple operators, roles, chats assigned to employees
Automation Greeting message, away message, quick replies, labels, catalogue Bot, AI agent, flows, webhooks, CRM sync
Notifications Broadcast list: reaches only contacts who have saved your number With approved templates, to customers who have opted in
Cost The app is free Meta's message fees and a platform fee
Reporting Basic statistics Response time, operator workload, source, conversion

One caveat: traditionally, a number connected to the API does not work in the regular app. In some cases Meta also offers a mode that lets the Business app and the API run in parallel on the same number; check with your provider whether this is available for your number.

How do you set up WhatsApp auto-replies in the app?

  1. Open the WhatsApp Business app and go to Settings → Business tools.
  2. Select Greeting message, write the text and choose who receives it. This message goes to a customer who is writing for the first time or has not written for a long time.
  3. Under Away message, set the schedule to "Outside of business hours". For this to work, first fill in your business hours in the business profile.
  4. Under Quick replies, create ready-made texts for price, address and delivery. Typing "/" in a chat opens the list.
  5. Add your products and services to the Catalogue with a photo, description and price, so that you do not have to look for a photo every time.
  6. Use Labels to sort chats into stages such as "new enquiry", "awaiting payment" and "completed".

Menu names may differ slightly depending on the version of the app.

What can you automate on WhatsApp?

Almost any repetitive conversation, from the greeting to order status. The only difference is that simple tasks are set up in the app, while tasks that require data exchange are built on the API.

Process How it works Level required
Greeting and out-of-hours reply A ready-made text goes out as soon as the customer writes App
Quick replies and catalogue The operator sends a ready-made answer or a product with one tap App
FAQ bot The customer picks a topic from the menu or types a question, and the bot answers API
Lead qualification The bot asks 3–4 questions (what is needed, budget, date) and writes the answers to the CRM API
Bookings and appointment scheduling Free slots are read from the calendar and the choice is confirmed API
Order status The customer types the order number and the system pulls the status from the database API
Reminders An approved template is sent about an appointment, payment or delivery API
CRM sync Every new chat becomes a lead card with its source and the person responsible API

One rule matters: start by choosing the two or three processes that take up the most time. An attempt to automate everything at once usually ends in a half-finished, confusing bot.

How do the 24-hour window and template messages work?

The general rule is this: after a customer messages you, you can reply with any text for 24 hours. Once that period is over, you can reopen the conversation only with a template message (message template) that Meta has approved in advance.

This rule applies to the API and protects the customer from spam. Each new message from the customer restarts the 24-hour window.

Templates are divided into categories by purpose: marketing (offers, promotions), utility (order confirmation, reminder, status) and authentication (one-time code). A template can contain variables, for example: "Hello, {{1}}! You have an appointment tomorrow at {{2}}. Reply 1 to confirm or 2 to change it." Meta reviews the text; texts that are vague, misleading or against the rules are rejected.

Meta monitors the quality of every number. If customers block your messages or report them, your quality rating falls and your daily sending limit may be restricted. That is why a template should go only to someone who is expecting it.

How do you set up the WhatsApp Business API? 8 steps

Setting up the API consists of eight consecutive steps, from the business portfolio to testing. The technical part is usually handled by a provider or an agency, but the documents, the number and the flows have to be prepared by you.

  1. Create a Meta business portfolio. At business.facebook.com, open a portfolio (formerly Business Manager) with your company name, work email and website. If you already run ads, use the same portfolio.
  2. Complete business verification. Under Business settings → Security Center → Business verification, enter the company's legal name and address and upload the registration documents. The name and address in the document must match the details in the portfolio. Unverified accounts usually stay on low limits.
  3. Choose a number. You need a number that can receive an SMS or a call; a landline number will also do. If the number is active on regular WhatsApp, either get a new number or agree the migration procedure with your provider. The display name must match your brand.
  4. Choose how to connect: a provider (BSP) or the Cloud API directly. The Cloud API is hosted by Meta itself, but you need a developer to work with it. A provider, by contrast, gives you a ready-made shared inbox, a template manager and support. When choosing, look at the number of operators, CRM integration, the pricing model and the language of support.
  5. Prepare the templates and submit them for approval. Under WhatsApp Manager → Message templates → Create template, choose the category and language and write the text. Prepare separate versions for Azerbaijani and Russian. At the first stage, 5–7 templates are enough: appointment reminder, order confirmation, payment reminder, feedback request.
  6. Build the bot or AI logic. Sketch the flow on paper: greeting → identifying intent → questions → outcome (lead, booking, answer) → handover to a human. Write your pricing policy, terms and frequently asked questions into the knowledge base.
  7. Connect it to the CRM. Every new chat should create a lead automatically, with the source (ad, website, QR), the employee responsible and the stage recorded. We explain how to choose the CRM itself in our article on CRM automation.
  8. Test and launch in stages. Test 20–30 real scenarios from your team's numbers: in Azerbaijani and Russian, a message written in transliteration, a voice message, an image, an out-of-hours enquiry, handover to an operator. Then switch the bot on for part of your traffic first.

Approval times depend on how accurate the documents are, so leave yourself a time buffer before an ad campaign.

An AI agent on WhatsApp: replies in Azerbaijani, Russian and English

An AI agent understands a message the customer writes in free-form text, answers on the basis of your knowledge base, collects the information needed and writes it to the CRM, and hands the conversation over to a human when things get complicated. The difference from a menu-driven bot is that the customer is not forced to choose a button. We cover the concept itself in detail in our article on what an AI agent is and how it works.

The local reality is this: the customer mixes Azerbaijani and Russian in the same conversation, writes without diacritics, as in "salam qiymeti necedi" ("hi, how much is it"), and sends voice messages. A well-built agent replies in the customer's language and does not make up what it does not know. To that end it is given clear boundaries: take the price only from the knowledge base, do not promise discounts, do not give medical or legal advice.

The rules for handing over to a human (handoff) must be written in advance:

  • the customer types "operator" or "manager", or makes a complaint;
  • the conversation reaches payment, a discount or individual terms;
  • the agent has not understood the question after two attempts;
  • the lead is rated "hot" and a call from a salesperson is needed.

At handover the operator must see the whole conversation, so that the customer does not have to explain the same thing a second time. We compare the criteria for choosing between a bot, a chatbot and an agent in our article on choosing an AI chatbot.

A practical example: in the CRM built for Momento Travel, WhatsApp, Instagram and Facebook enquiries are gathered in one sales panel, and the sales stages are preserved in the system. In the Sea Breeze project, meanwhile, 70% of digital processes were automated with AI.

What can and can't you do in WhatsApp automation?

The short answer: you can send a useful message to a customer who has given consent; you cannot send bulk advertising to someone who has not. WhatsApp is a personal channel and its rules are stricter than those of email.

Do:

  • Obtain consent (opt-in) explicitly: a checkbox in a form on the website, a "Message us on WhatsApp" button, a QR code in the shop.
  • Give a way to opt out in every marketing message: "Reply STOP to stop notifications."
  • Do not hide the fact that the bot is a bot, and always keep the option of switching to an operator.
  • Keep the message short: one message, one purpose, one call to action.

Don't:

  • Do not send messages to a list of numbers that was bought or collected from another source.
  • Do not use modified WhatsApp apps or bulk-messaging software that imitates WhatsApp Web. These breach WhatsApp's terms and can result in the number being banned permanently.
  • Do not send advertising to the same customer several times a week: blocks lower your quality rating.

Similar rules apply on Instagram; we explain them separately in our article on how Instagram DM automation works.

What does the price of WhatsApp automation depend on?

The cost is made up of three parts: Meta's message fees, the platform or provider fee and the setup work. There is no single "bot price", because all three parts vary with the scale of the business.

  • Meta's fees. Meta charges for template messages; the rate depends on the category of the message and the recipient's country, and marketing messages usually cost more than utility messages. Free-form replies sent within the 24-hour window opened by the customer, on the other hand, are usually free of charge. Because rates change, check the current rate card on Meta's official page.
  • Platform fee. Providers charge a monthly subscription based on the number of operators, the number of phone numbers or the volume of contacts. Some also add a markup per message on top of Meta's rate. Ask about this before signing a contract.
  • Setup and support. Writing the flows, the knowledge base, templates, CRM integration, testing and subsequent monthly improvements. With an AI agent, the usage fee for the language model is added to this.

The most common mistakes in WhatsApp automation

The most expensive mistake is not a technical one but a mistake in the flow: keeping the customer in a menu with no way out. Check the list below before you launch.

  • There is no route to a human. Solution: a "talk to an operator" option at every stage and a real response time during working hours.
  • The bot asks too many questions. Solution: a maximum of 3–4 questions at the first stage; let the salesperson ask the rest.
  • The knowledge base is out of date. Solution: appoint one person responsible for updating the knowledge base whenever a price or a term changes.
  • It was tested only in Azerbaijani. Solution: test Russian, transliteration and voice-message scenarios separately.
  • Enquiries do not reach the CRM. Solution: set up the integration from day one, otherwise you will not know which ad brought in sales.
  • Results are not measured. Solution: every week, track first response time, the share of conversations the bot resolves on its own and lead-to-sale conversion.

WhatsApp conversations can also appear in the Inbox section of Meta Business Suite; we show this in our guide to using Meta Business Suite.

Frequently asked questions

Do you have to pay for the WhatsApp Business API?

The WhatsApp Business app is free; the API is a paid service. Meta charges for approved template messages, and providers usually charge a monthly platform fee. Replies sent within 24 hours in a conversation started by the customer are usually free of charge. Exact rates vary by country and by message category.

Do you need a separate number to set up a WhatsApp bot?

In most cases, yes, because a number connected to the API traditionally doesn't work in the regular WhatsApp app. It is possible to migrate the existing number your customers know, but back up your chat history before you do. Some providers also offer the app and the API running in parallel on the same number; check this in advance.

Can you send bulk messages on WhatsApp?

Yes, but only through the official API, with a template approved by Meta and to customers who have consented to it. Sending to a purchased list or with unofficial software breaks WhatsApp's rules. Such messages lead to complaints, a lower quality rating and the number being banned.

Does a WhatsApp bot work in Azerbaijani?

Yes. With a scripted bot you write the texts yourself, so language isn't a problem. An AI agent understands free-form messages in Azerbaijani, Russian and English, but before launch it must be tested with transliterated and mixed-language messages.

What happens if I use unofficial WhatsApp software?

Modified apps and bulk-messaging software are against WhatsApp's terms of service. When the system detects such activity, the number can be banned temporarily or permanently. For a business, that means losing customer contacts built up over years and a number people recognise.

How do you connect WhatsApp to a CRM?

For this you need the WhatsApp Business API: the regular app has no official integration with CRMs. Many off-the-shelf CRMs let you connect WhatsApp through a provider, while in a custom CRM the integration is written directly against the Cloud API. As a result, every new conversation automatically creates a lead card and the whole history is kept on the customer card.

Conclusion

WhatsApp automation starts with a simple step: set up the greeting, the out-of-hours reply and quick replies in the app. When message volume rises and the team grows, move to the official WhatsApp Business API, submit your templates for approval, connect the bot or AI agent to the CRM and measure the result by response time and conversion. The rules do not change: consent, a useful message, a route to a human and official tools only.
