A Facebook ad account is the account from which Instagram and Facebook ads are managed, and in 2026 the only proper way to set one up is to open it not through a personal profile but inside a Business portfolio (formerly Business Manager) created at business.facebook.com. The sequence is: create a portfolio → add your Facebook Page → connect Instagram → open an ad account (the currency and time zone cannot be changed later) → payment method → people and roles → Pixel and domain verification → two-factor authentication. This setup both makes working with an agency easier and makes recovery possible if the account is restricted.

Key takeaways:

  • Always open your ad account inside a Business portfolio; a personal ad account causes problems as you grow and is hard to hand over to an agency.
  • When you create an ad account you choose the currency (USD) and the time zone (Asia/Baku) once; they cannot be changed afterwards.
  • Never give an agency your password: partner access is granted under Partners, and all the assets (Page, Instagram, ad account, Pixel) stay in your portfolio.
  • The Pixel/dataset, the Conversions API, domain verification and two-factor authentication should be set up from day one.
  • If the account is disabled, request a review in Account Quality; opening a second account makes things worse.

What is a Facebook ad account and how does it differ from a Business portfolio?

An ad account is the unit where ad campaigns, payments and reports live; a Business portfolio is the layer above it that holds this account, your Facebook Page, your Instagram account, the Pixel and your team members in one place. Ads Manager, in turn, is the interface inside the account where you build campaigns; we explain how it works separately in How does Ads Manager work?.

Every Facebook profile has one personal ad account that is created automatically. It is enough for a small test, but for a serious budget and teamwork you need a Business portfolio:

Criterion Personal ad account Ad account in a Business portfolio
Tied to A personal Facebook profile The company's Business portfolio
Agency access Only through personal roles, limited Through Partners, no password
Several ad accounts No Yes
Sharing the Pixel / dataset Difficult Assigned as an asset
Domain verification Not available Yes
Business verification Not available Yes
When ownership changes If the profile goes, the account goes with it Stays with the company
Recovery after a restriction Weak A clearer process through Account Quality

How do you set up a Facebook ad account?

The whole setup fits into an hour, and every step takes place in Business Settings. The order matters, because some steps (Instagram, Pixel) require an ad account to exist.

  1. Create a Business portfolio. Log in to business.facebook.com with your personal profile → Create a business portfolio → company name, your name, work email. The name must match your company's official name; you will need this during verification.
  2. Add your Facebook Page. Business Settings → Accounts → Pages → Add → Add a Page (if the Page is yours) or Create a new Page. The Page should come into the portfolio as "owned", not as "partner access".
  3. Connect your Instagram account. Business Settings → Accounts → Instagram accounts → Add → log in with your Instagram login. The account must already be a Business account. Then use "Assign assets" to link this Instagram account to the ad account you are going to create.
  4. Create an ad account. Business Settings → Accounts → Ad accounts → Add → Create a new ad account. Give it a name (for example, "Company — Meta Ads"), choose Asia/Baku as the time zone and USD as the currency. These two settings cannot be changed later; if you need to change them, you have to open a new account and lose your history. We recommend USD because, in practice, payments with bank cards in Azerbaijan go through with fewer problems in USD, and campaign metrics (CPL, CPM) can be compared with the global standard.
  5. Add a payment method. Ad account → Payment settings → Add payment method → bank card. Check with your bank beforehand that the card is enabled for online and international payments; if the first small payment fails, Meta may suspend the account temporarily.
  6. Assign people and roles. Business Settings → Users → People → Add → work email → Employee access (regular staff) or Admin access (the owner and one backup person only). Then give each person specific assets (Page, ad account, Pixel) and permissions (Manage campaigns, View performance).
  7. Give your agency partner access. Business Settings → Partners → Add → Give a partner access to your assets → the agency's Business portfolio ID → the assets and permissions to share. Sharing a password, adding the agency's personal profile as an admin, or having the account opened in the agency's portfolio: all three are mistakes.
  8. Create a Pixel / dataset. Business Settings → Data sources → Datasets → Add → give it a name → choose how to install it on your website (code, Google Tag Manager or your website platform's ready-made integration). Then connect the Conversions API in Events Manager so that events arrive from the server as well as from the browser.
  9. Verify your domain. Business Settings → Brand safety and suitability → Domains → Add → domain name → one of these methods: DNS TXT record, meta tag or HTML file. A verified domain is needed for prioritising conversion events and for editing links.
  10. Make two-factor authentication mandatory. Business Settings → Security Center → Two-factor authentication → Required for everyone. Turn on 2FA on your own profile too, using an app or a security key rather than SMS alone.

Pixel, dataset and Conversions API: what is the minimum you should set up?

The minimum setup is one dataset (Pixel), at least three standard events on the website (PageView, Lead or Contact, Purchase) and a Conversions API connection. Without it, advertising stays at the "messages" and "traffic" level and cannot move up to the "results" level.

  • Pixel / dataset — tells Meta which pages on your website are opened and which buttons are clicked. In Meta's interface the old name "Pixel" is gradually being replaced by "dataset"; the substance is the same.
  • Standard events — Lead (form submitted), Contact (WhatsApp or call button), Purchase (payment). Check the events in real time under Events Manager → Test events.
  • Conversions API — sends from the server the events that are lost because of browser blockers and iOS restrictions. WordPress, Shopify and similar platforms have a ready-made integration; on custom websites a developer connects it with 1–2 hours of work.
  • If you have no website — work with lead forms (Instant Forms) or Direct/WhatsApp message campaigns; in that case results are measured even without a dataset, but add the Pixel as soon as the website goes live.

When do you need business verification?

Business verification is not required for ordinary advertising; it is mainly needed for the WhatsApp Business API, some partner integrations, ads in special ad categories and to make the account more trustworthy. It starts under Business Settings → Security Center → Business verification.

The documents needed in practice: a state registration document that matches the company's official name and address, and a business phone number or an email on your domain. The portfolio name, the name in the document and the name on the website must be the same; a mismatch is the most common reason for rejection. If the account has been restricted, verification is sometimes required as part of the recovery process, so it is convenient to keep the documents ready in advance.

How can you protect your ad account from being restricted?

Most restrictions come from three sources: a payment problem, a breach of the advertising policies and "suspicious" account behaviour. All three can be managed in advance.

  • Start a new account slowly. In the first days, launch one or two campaigns on a small budget; in practice, a large budget and 10 ads uploaded in the first hour trigger an automatic review.
  • Keep payments stable. Enough funds on the card, declined payments resolved immediately and, if possible, a second card as a backup.
  • Read the advertising policies. "Before and after" images, health promises, directly addressing personal attributes ("do you suffer from excess weight?") and misleading discount copy are rejected. The official policies are published in the Meta Business Help Center.
  • Make sure the website and the ad match. The price and offer stated in the ad must also be on the page that opens; a broken link or an empty page lowers the quality score.
  • Clean up access. Remove the access of former employees and old agencies under Users and Partners; every admin profile should have 2FA.
  • One portfolio, one ad account, one Page. Do not create duplicate accounts that do the same job; Meta may regard this as an attempt to evade policy enforcement.

What should you do if your ad account has been disabled?

When an account is disabled, the first step is to go to Account Quality (Business Settings → Account Quality or business.facebook.com/accountquality), see the specific reason and request a review with the "Request review" button. Opening a new account, advertising from another profile or changing the card and trying again are all steps that make the situation worse.

When you write the review request, be brief and factual: which business, which ad, what you have fixed. If documents are requested, upload the same documents as in the verification section. Response times vary; in the meantime, delete or edit the rejected ads and, if there is a payment problem, resolve it with your bank. If the account is not restored, it is possible to turn to an additional support channel through a Meta partner agency, which is one more advantage of the portfolio being in your name.

Who should own the assets when you work with an agency?

The assets — Business portfolio, Page, Instagram, ad account, dataset and domain — should always belong to the client; the agency only receives working permissions through Partners. When this rule is broken, the history, audiences and Pixel data stay with the agency when the contract ends, and you start from scratch.

At Advertol every client project is set up exactly this way: the account in the client's portfolio, and us as a partner. In the iMobile project, systematic ad optimisation brought the cost per conversation down from $2 to $0.10, and ad efficiency rose 20-fold. Clients follow live campaign results in the AVA panel: ad account, Instagram statistics and competitor analysis in one place.

A checklist before you grant partner access:

Check Why it matters
You are an admin of the portfolio (at least 2 admins) If one profile is lost, the account is not
The agency is under Partners, not under People Access can be cut off in one click
The ad account was created in your portfolio The history and spending limit stay with you
The dataset and audiences are in your portfolio Retargeting data is not lost
The payment method is your card The reporting and tax side is clear
The agency's permission is at "Manage campaigns" level Admin permission is not needed

Frequently asked questions

Does it cost anything to open a Facebook ad account?

No, creating a Business portfolio and an ad account is free. You pay only for the ads you run; Meta's minimum daily budget is about 1 USD, and payment is made by bank card in USD.

Can you change an ad account's currency later?

You can't change the currency or time zone of an existing ad account. If a change is needed, a new ad account is opened and the old account's campaign history doesn't carry over. So choose USD and Asia/Baku when you create it.

Which cards work for Facebook ads in Azerbaijan?

In practice, bank cards that are enabled for international online payments work; get confirmation from your bank that "3D Secure and foreign online payments are active". If a card is declined, the cause is usually a limit or online payments being switched off, not Meta.

Are Business Manager and Meta Business Suite the same thing?

No. Business Manager (now the Business portfolio and Business Settings) is the administrative layer that manages assets, people and access. Meta Business Suite is the interface for day-to-day work: posts, messages and simple ad creation. We give a detailed comparison in how to use Meta Business Suite.

Can you advertise without the Pixel?

Yes, message, lead form and traffic campaigns work without the Pixel. But to measure sales or enquiries on your website, set up retargeting and optimise ads for results, a dataset and the Conversions API are essential.

My ad account has been disabled. Can I open a new one?

We don't recommend it. First read the reason in Account Quality and request a review. When the same person or portfolio opens a new account, that account usually ends up restricted as well. Patience and a properly written request get faster results.

Conclusion

A properly set-up Facebook ad account — a Business portfolio, assets that you own, USD and Asia/Baku settings, the Pixel and Conversions API, domain verification, 2FA and partner access for your agency — is the foundation of all the advertising work that follows. The setup takes an hour, but when it is done wrong, months of history, audiences and budget are lost.
