Google Ads in Azerbaijan: How to Set Up a Campaign — 2026 Guide

How do you set up Google Ads in Azerbaijan? Google advertising is run from a Google Ads account: you open an account at ads.google.com, switch to Expert mode, choose a campaign type (Search for most businesses), define the location, keywords, ad copy and daily budget, and launch the campaign. The strength of Google advertising is intent: the ad is shown to someone who is searching for exactly your service, and as a pay-per-click (PPC) channel it usually charges you only for the click. In 2026, preparation decides the result far more than the buttons in the account — conversion tracking and a landing page that sells.

Key takeaways:

  • Google Ads has five main campaign types; for a service business the starting point is a Search campaign.
  • Do not stay in Smart mode when opening the account — move to the full interface with "Switch to Expert Mode".
  • Before the campaign, prepare conversion tracking (GA4, Google tag) and the landing page.
  • In Baku, collect keywords in three languages — Azerbaijani, Russian and English — and build a separate ad group for each language.
  • The click price is set not only by your bid but also by Quality Score: a relevant ad and a good page make advertising cheaper.

What is Google Ads and which campaign types are there?

Google Ads is Google's advertising platform: it shows your ads in search results, on YouTube, in Gmail, on maps and on partner sites. When people say "Google advertising" they usually mean a search ad, but the campaign type is chosen according to the goal.

Campaign type Where it appears When to use it
Search Text ads in Google search results When people are already searching for your service: repairs, clinic, legal, courses, B2B
Performance Max All Google channels: Search, YouTube, Display, Gmail, Maps, Discover Conversion tracking works and the system has data to learn from; online sales
Display Banners on partner sites and in apps Remarketing and cheap reach
Video (YouTube) Before and during YouTube videos Building brand awareness, showing the product in action
Demand Gen YouTube (including Shorts), Discover, Gmail Creating demand with visual creative among people who are not searching yet

In addition to these there are Shopping and App campaigns. If you are advertising for the first time, start with Search: it is the most transparent format, the easiest to measure and the one with the highest intent. It makes more sense to add Performance Max once conversion data has built up.

What is the difference between Google ads and Instagram ads?

Google captures existing demand, while Instagram creates demand. On Google the person searches for themselves ("kondisioner təmiri Bakı" — air conditioner repair Baku); on Instagram they come across your ad while scrolling the feed.

Criterion Google Ads (Search) Instagram (Meta) ads
The user's state of mind Actively looking for a solution Watching content; the ad sparks the interest
Targeting Keywords and location Demographics, interests, behaviour
Creative Text ad Image and video
Payment Usually per click Usually per impression
Where it is strong Urgent and recognised needs, B2B, expensive services Visual products, impulse purchases, new brands
Weak side No searches means no volume Intent is low and enquiry quality varies

For many businesses the right answer is not "either/or". Instagram sparks the interest, and Google catches the person who searches later; how to build that link is explained in our article on integrating Google and Meta ads, and the Meta side in the guide to running Instagram ads.

What do you need to run Google Ads in Azerbaijan?

You need four things: a Google Ads account opened in Expert mode, a payment card, conversion tracking and a landing page. Without the last two the campaign will bring clicks, but you will not know what is bringing sales.

  1. Open an account. ads.google.com → "Start now", and sign in with your Google account. The Billing country (Azerbaijan), time zone and currency (usually USD) cannot be changed later — choose them carefully.
  2. Get out of the Smart mode trap. In a new account, Google steers you through a few questions into a simplified Smart campaign, where control over keywords, match types and placements is minimal. Click the "Switch to Expert Mode" link at the bottom of the page; there is also an option to create an account without a campaign.
  3. Set up conversion tracking. In the account, go to Goals → Conversions and create a new conversion action: form submission, click on the phone number, click on the WhatsApp button. Place the Google tag on the site directly or through Google Tag Manager. If you use GA4, link the accounts under Admin → Product links → Google Ads links and import the key events into Google Ads.
  4. Prepare a landing page. The ad should lead not to the home page but to a page about the service being searched for: a clear headline, the price or terms, trust elements, a visible call and WhatsApp button, and a fast mobile version. For the structure, see our article on the landing page; if you have no page, this is solved at the website development stage.
  5. Add a payment method. Under Billing → Payment methods, enter a Visa or Mastercard enabled for online payments.

How do you set up a search campaign in Google Ads?

A Search campaign is built in ten steps: goal, type, networks, location and language, bid strategy, keywords, ad, assets, budget and launch. We give the menu names in English, because in Azerbaijan the account is usually used in English or Russian.

  1. Choose the goal. Campaigns → "+" → New campaign. Choose Leads, Sales or Website traffic; for complete freedom there is the "Create a campaign without a goal's guidance" option.
  2. Campaign type: Search. As the way to reach your goal tick Website visits, and Phone calls if calls matter.
  3. Clean up the networks. In the Networks section untick "Include Google Display Network" — it spreads the search budget across banners. Search partners can also be switched off for the first month.
  4. Set the location and language. Locations → "Enter another location": Azerbaijan or Baku; for a local service, set a radius through Advanced search. In Location options be sure to select "Presence: People in or regularly in your included locations", otherwise the ad may also be shown to people abroad who are merely interested in Baku. Azerbaijani may not be in the Languages list; in that case keep "All languages" and control the language through your keywords.
  5. Choose the bid strategy. In a new account with no conversion data, choose Clicks (Maximize clicks) and set a "maximum CPC bid limit". When conversions start coming in steadily, switch to the Conversions strategy.
  6. Collect keywords. Tools → Planning → Keyword Planner → "Discover new keywords", location: Azerbaijan. Split the terms into ad groups by theme, with 10–20 closely related phrases in each group. Match types: broad match (no symbols, the widest), phrase match ("in quotation marks") and exact match [in square brackets]. On a small budget, start with phrase and exact. Create a negative keywords list straight away: pulsuz (free), vakansiya (vacancy), iş (job), nədir (what is), referat (essay), öz əlinlə (DIY), бесплатно, вакансия, своими руками.
  7. Write a responsive search ad. Enter up to 15 headlines (30 characters each) and 4 descriptions (90 characters each); Google tests the combinations itself. The headlines should contain the keyword, a concrete advantage (price, timeframe, guarantee), the location and a call to action. Ad strength should be at least "Good", and the Final URL should lead to the matching landing page.
  8. Add assets. Sitelinks (service pages), Callouts ("Free measurement", "24/7"), Structured snippets, Call (phone), Location (Google Business Profile must be linked), Lead form and images. Assets make the ad bigger and usually raise CTR, at no extra charge.
  9. Set the budget. Enter the Average daily budget. Google can spend up to 2 times the daily budget in a single day, but over the month it does not charge more than the daily budget × 30.4. Work the figure out like this: number of clicks needed per day × the "Top of page bid" range in Keyword Planner. The general method is in our article on calculating an ad budget.
  10. Publish. Click "Publish campaign". Ads usually pass review within one working day and the status becomes "Eligible". In the first week, look at the Search terms report every day and add irrelevant queries to your negative keywords.

Keywords: why does PPC in Baku need Azerbaijani, Russian and English together?

Because in Baku people search for the same service in three languages, and a campaign built in only one language misses part of the demand. On top of that, spelling varies within the same language: with and without diacritics, Cyrillic and transliteration.

A hypothetical example — keyword groups for an apartment renovation service:

Language and spelling Example keywords Ad and page language
Azerbaijani (correct spelling) mənzil təmiri, təmir ustası Bakı Azerbaijani
Azerbaijani (without diacritics) menzil temiri, temir ustasi bakida Azerbaijani
Russian (Cyrillic) ремонт квартир баку, ремонт под ключ Russian
Russian (transliteration) remont kvartir baku Russian
English apartment renovation baku English

Practical rules:

  • Build a separate ad group for each language (a separate campaign if the budget is large), so that someone searching in Russian gets a Russian ad and a Russian page.
  • Keyword Planner often shows low volume, or none at all, for queries in Azerbaijani. That does not mean there are no searches — add the terms, and the Search terms report will show the real picture.
  • English matters for foreigners, tourists and B2B: hotels, clinics, legal services, real estate, logistics.
  • Do not delete keywords with the "Low search volume" status; they start working when searches appear.

What is Quality Score and why does the landing page matter?

Quality Score is the quality rating from 1 to 10 that Google gives each keyword, and it has three components: Expected CTR, Ad relevance and Landing page experience. Your position in the auction is determined not by the bid alone but by the combination of bid and quality, so high quality means getting the same position for a cheaper click.

To see the score, add the columns in the Keywords table via Columns → Modify columns → Quality Score. Each component is shown as "Above average", "Average" or "Below average".

  • If Expected CTR is low: add the keyword and a concrete offer to the headlines, and fill in the assets.
  • If Ad relevance is low: the ad group is too mixed; split it into narrower themes.
  • If Landing page experience is low: the page does not answer the search term, loads slowly or has a weak mobile version. Name the searched-for service in the headline, improve the speed and bring the contact button onto the first screen.

The landing page also determines conversion: at the same click price, the more visitors get in touch, the lower the cost of one enquiry falls.

Which metrics should you look at?

The main metric is the cost of one conversion (Cost / conv.); the other numbers explain why it is high or low.

Metric What it shows What to do
Impressions and Search impression share What share of the available impressions you are getting If the share is low, the budget or Ad Rank is falling short
CTR How well the ad matches the query If it is low, sharpen the headlines and keyword groups
Avg. CPC The average price of one click Raise Quality Score, narrow down expensive generic terms
Conv. rate What percentage of clicks turn into enquiries If it is low, the problem is on the landing page
Cost / conv. The cost of one enquiry The main decision metric
Search terms The queries people actually typed Add the irrelevant ones to negatives, turn the good ones into keywords

An example of what optimisation can deliver: in Advertol's CELT Colleges project, ad costs were optimised tenfold and sales grew fourfold, while for Group Motors targeted ads brought in 3,000 leads in 1 month. In both cases the foundation was a measured result and consistent optimisation.

The most common mistakes in Google advertising

The most expensive mistakes come from leaving the default settings as they are. A checklist:

  1. Staying in Smart mode. Fix: switch to Expert mode.
  2. Not changing the "Presence or interest" option. Fix: keep "Presence" only.
  3. Leaving the Display Network on in a Search campaign. Fix: untick it and build a separate campaign for Display.
  4. Running broad match without negative keywords. Fix: start with phrase and exact, and clean up Search terms every week.
  5. Sending all traffic to the home page. Fix: a matching page for each service.
  6. Starting without conversion tracking. Fix: measure at least forms, calls and WhatsApp clicks.
  7. Leaving Auto-apply recommendations switched on. Fix: turn it off under Recommendations → Auto-apply and assess recommendations by hand.
  8. Working in only one language. Fix: build Azerbaijani, Russian and English groups separately.

When does it make sense to turn to an agency?

You can set up a small-budget Search campaign yourself with this guide. An agency pays for itself when clicks are expensive, the budget is growing or the tracking side is getting complicated.

Typical signals: you cannot set up conversion tracking; the cost of one enquiry is rising and the reason is unclear; you are in a competitive niche (real estate, automotive, healthcare, education) and every mistake is costly; you want to bring Google, Meta and the website together into one system. When choosing an agency, insist that the account is in your name and that reports show the cost per conversion. At Advertol this work is carried out as part of our digital marketing service, and the results are visible live in the AVA panel.

Frequently asked questions

What is the minimum budget for Google ads?

Google does not officially require a minimum daily budget; you enter the amount yourself. The real minimum is set by the click price in your niche: in practice it is hard to get results from a budget that buys only a few clicks a day. You can see the approximate click price range in the "Top of page bid" columns in Keyword Planner.

Can you advertise on Google if you have no website?

A Search campaign needs a page for the ad to lead to, so at the very least a one-page landing page is required. Sending traffic to a social media profile weakens both the tracking and the quality scores. A simple, fast page focused on one service often works better than a big website.

How many days does it take for Google ads to deliver results?

Ads start showing after approval, usually within one working day, and the first clicks can arrive the same day. A stable cost per result, however, usually takes 2–4 weeks of optimisation: building up negative keywords, testing ads, adjusting bids. Do not keep switching the campaign off and on during this period.

Do ads with Azerbaijani-language keywords work?

Yes, they do. Even though Keyword Planner shows low volume for these terms, the ads appear on real searches. Add both the correct spellings and the ones without diacritics, and check the outcome in the Search terms report.

Which is better, Google ads or SEO?

Advertising delivers traffic immediately, but when the budget stops the traffic stops too; SEO delivers results late, but they are long-term and you do not pay per click. The healthiest model is to run the two in parallel: make the keywords that bring sales in your ads a priority for SEO. The basics are explained in our article what is SEO.

How does payment work in Google Ads?

Payment is charged automatically to the bank card linked to the account: when spending reaches a certain threshold or once a month. You pay only for actual clicks, and you can change the daily budget or pause the campaign at any time. The official rules are given in the Google Ads Help Center.

Conclusion

Running Google ads is a ten-step job in the account, but preparation determines the result: Expert mode, the correct location setting, keywords in three languages, a negative keyword list, conversion tracking and a landing page that answers the search. If these are in place, a Search campaign brings you the customer who is already looking for you by the shortest route; if they are not, the budget goes on clicks, not enquiries. Start small, read the Search terms report every week and make decisions by the cost of one conversion.
