How to Run Instagram Ads in Azerbaijan: A Complete Practical Guide for 2026

How to run Instagram ads in Azerbaijan? There are two ways to advertise on Instagram: the "Boost post" button inside the app, or the Meta Ads Manager advertising account. Boost is enough for a quick test, but if you want enquiries, sales and measurable results, Ads Manager is the right route in 2026. Either way you need a professional Instagram account and a bank card enabled for international payments; Ads Manager additionally requires a Facebook Page.

Key takeaways:

  • Instagram advertising runs on Meta's system: the simple route is the Boost button, the full-control route is Meta Ads Manager.
  • What to prepare: a professional account, a Facebook Page, an ad account inside a Business portfolio, and a card that can pay in USD.
  • A campaign is built on three levels: objective (campaign) → audience, placements and budget (ad set) → creative (ad).
  • Meta's minimum is roughly 1 USD a day; for a meaningful test, set aside 5–10 USD a day for 7–14 days.
  • Measure results by cost per result, not by likes: what one conversation, one enquiry or one lead costs you.

What are the two ways to advertise on Instagram?

You can advertise on Instagram either straight from the app with the Boost button or from Meta Ads Manager. Both enter the same auction and can reach the same people; the difference lies in the level of control and measurement.

Boost turns an existing post into an ad in a few taps: you choose the goal (profile visits, website visits, messages), the audience, the budget and the duration. Ads Manager is the full advertising account: six campaign objectives, detailed audiences, placement selection, A/B testing, conversion tracking with the Pixel and detailed reporting all live there.

Criterion Boost button Meta Ads Manager
Where you set it up In the Instagram app, under the post business.facebook.com → Ads Manager
Objectives Profile visits, website visits, messages Awareness, Traffic, Engagement, Leads, App promotion, Sales
Audience Basic: location, age, gender, interests Custom and lookalike audiences, retargeting, exclusions
Creative An existing post only New creative, several variants, carousel, collection
Testing and measurement Limited statistics A/B testing, Pixel, conversion events, custom report columns
Who it suits A first test, an event announcement, pushing a single post A business that wants a steady flow of enquiries, leads and sales

Our recommendation: use Boost only to spread one well-performing post quickly. If you put money into ads every month, or your goal is enquiries and sales, start directly in Ads Manager — the same budget usually buys cheaper results there, because you give the algorithm the task of finding "conversations" or "leads" rather than "profile views".

A practical note: when you boost from the iPhone app, the payment may go through Apple and an extra service fee can apply, so placing the ad from a browser is usually better value.

What do you need to run Instagram ads?

Four things must be ready before you advertise: a professional Instagram account, a Facebook Page, an ad account inside a Business portfolio, and a payment card. Setting these up properly once saves you from blocks and payment problems later.

  1. Switch to a professional account. In Instagram, go to Settings and activity → Account type and tools → Switch to professional account and choose a Business or Creator account. You cannot advertise from a personal account.
  2. Create a Facebook Page and connect Instagram. In Ads Manager, ads are published on behalf of a Facebook Page. Connect your account on the Page under Settings → Linked accounts → Instagram. Boost sometimes works without a Page, but for Ads Manager a Page is mandatory.
  3. Open a Business portfolio and an ad account. At business.facebook.com, create a Business portfolio (formerly Business Manager), add the Page and the Instagram account under Settings → Accounts, then choose Ad accounts → Add → Create a new ad account. Pick the currency (usually USD) and the time zone (Asia/Baku) carefully: changing them later practically means opening a new ad account. All the details are in our article on setting up a Facebook ad account.
  4. Add a payment card. Under Billing and payments → Payment methods, enter a Visa or Mastercard enabled for online payments. If the account is in USD, a payment from an AZN (manat) card is converted at your bank's exchange rate; additional bank charges can apply to payments for foreign digital services, so check the terms with your bank.
  5. Protect the account. Turn on two-factor authentication and add at least two admins to the portfolio. When the only admin's account gets blocked, all the ads stop.

If you have a website, create a Meta Pixel (dataset) in Events Manager and install it on the site. Without the Pixel it is impossible to see whether the ads are bringing in sales.

How to run Instagram ads in Azerbaijan with Meta Ads Manager

In Ads Manager an ad is built on three levels: at campaign level you choose the objective, at ad set level the audience, placements and budget, and at ad level the creative. We give the menu names in English — these are the most stable names in the account. If you are not familiar with the overall layout, first read how Ads Manager works.

  1. Create a campaign and choose an objective. In Ads Manager, click the green "+ Create" button and pick one of the six objectives: Awareness, Traffic, Engagement, Leads, App promotion, Sales. The table in the next section shows which one fits you.
  2. Fill in the campaign settings. Give the campaign a clear name: month, objective, city, offer. If you advertise credit, job vacancies, real estate or political topics, check the Special Ad Categories section. For a first campaign it is easier to keep the budget at ad set level.
  3. Choose where the result will happen. In the ad set, the Conversion location section offers Website, Messaging apps (Instagram Direct, WhatsApp, Messenger), Instant forms or Calls. As the Performance goal, choose the result you actually want rather than clicks: "Maximize number of conversations" or "Maximize number of leads".
  4. Set up the audience for Azerbaijan.
    • Location: type Azerbaijan for the whole country, or Baku for a local business, or drop a pin on the map and choose a radius. Use Exclude to remove regions you do not deliver to.
    • Age: set the minimum age in Audience controls, and the core age range in the Advantage+ audience suggestions.
    • Languages: usually leave this empty. People in Azerbaijan use their phones in Azerbaijani, Russian, English and Turkish; a language filter can cut off part of your potential customers. Select a language only when the creative targets a specific language group.
    • Detailed targeting: add 3–6 relevant interests or behaviours. Advantage+ audience treats these as a direction, not a hard limit; if you need a hard limit, choose "Switch to original audience options".
  5. Choose the placements. Advantage+ placements lets the system find the placements that deliver the cheapest results, and in most cases it is a good starting point. If you want Instagram only, choose Manual placements and keep Instagram Feed, Stories, Reels and Explore.
  6. Set the budget and schedule. In the Budget section choose Daily budget and specify a start date and an End date. An end date stops a forgotten campaign from quietly charging your card.
  7. Prepare the creative. At ad level, select the Facebook Page and the Instagram account in the Identity section. In Ad setup, upload new creative with "Create ad" or pick an existing post with "Use existing post". Prepare 9:16 for Stories and Reels and 4:5 for Feed. In Primary text, state the offer in the first sentence, and choose a Call to action button that matches the objective (Send message, Learn more, Sign up). In video, the main idea must appear within the first 3 seconds, and there should be subtitles.
  8. Publish and wait for review. After you click "Publish" the status becomes "In review"; review is finished within 24 hours in most cases and the status changes to "Active". If the ad is rejected, the reason is given in the Account Quality section: fix the creative or ask for another look with "Request review".

Do not touch the campaign for the first few days after launch. The system goes through the learning phase and needs roughly 50 results a week for stable delivery; every significant edit restarts this process.

Which campaign objective should you choose?

Choose the objective according to your business goal: whatever task you give the algorithm, it finds the people who will do exactly that. Choose "Traffic" and it brings clickers; choose "Leads" and it brings people who fill in forms.

Business goal Ads Manager objective Conversion location and note
Make a new venue known in the surrounding area Awareness Reach optimisation, radius on the map
Bring visitors to a website or landing page Traffic Website; optimise for "Landing page views"
Get conversations in Direct or WhatsApp Engagement Messaging apps; the most widely used option for small businesses in Azerbaijan
Collect contact details (property, education, automotive, B2B) Leads Instant forms or Website; add a qualifying question to the form
Sales in an online shop Sales Website + Pixel, Purchase event
Profile views and followers Traffic Instagram profile

Because a large share of sales in Azerbaijan is closed in chat, message-objective campaigns are very often the shortest route. For example, in Advertol's iMobile project, systematic campaign optimisation brought the cost of one conversation down from $2 to $0.10, while for Sneak'n'Fresh the cost of one enquiry fell from $3 to $0.30 and revenue grew roughly tenfold.

How much budget should you set aside for Instagram ads?

Instagram advertising has no fixed price — you set the budget yourself. Meta's minimum is roughly 1 USD a day, but it is hard to get results out of that amount; for a meaningful test, set aside 5–10 USD a day for 7–14 days.

While testing, check only one thing at a time: either two creatives or two audiences. Once you have found a combination that works, do not raise the budget sharply — increase it in steps of, typically, 20–30% so that the learning phase does not reset.

Remember that the ad budget is paid directly to Meta; producing the creative and managing the campaign are separate costs. Real figures by niche and budget tiers are in our article on Instagram ad prices, and the method of working backwards from your target is in the one on calculating an ad budget.

How do you read the results of your ads?

You read the results in the Campaigns table in Ads Manager, and the main question is always the same: what did one result cost? Add the columns you need from the Columns → Customize columns menu.

Metric What it means What to check if it looks bad
Reach The number of unique people who saw the ad If the audience is too narrow, widen it
Frequency How many times one person saw the ad on average If it is climbing, the creative is fatigued — refresh it
CPM The cost of 1,000 impressions Competition, seasonality or weak creative quality
CTR (link) The percentage of viewers who clicked If it is low, the first frame and the offer are weak
Cost per result The cost of the result you chose The main decision metric; compare creatives and audiences by it
Cost per messaging conversation started The cost of one new conversation The main metric for message campaigns
Cost per lead The cost of one completed form Look at it together with lead quality

If CTR is high but there are no enquiries, the problem is not in the ad but in the step after it: a slow website, a confusing form or late replies in Direct. A cheap result is not success on its own either — track how many of the leads turn into sales.

Optimisation is not a one-day job. In the Sea Breeze Properties campaign, Meta ads brought in 1,759 leads in 4 months; one lead cost $5.06 in May, while the average across the campaign came to $2.80. What made the difference was the consistent testing of creatives and audiences.

The most common mistakes when advertising on Instagram

The mistakes that burn the most budget are strategic rather than technical: the wrong objective, a narrow audience and results that are not measured. Fixing these seven mistakes is often more useful than increasing the budget.

  1. Expecting sales but choosing "profile visits". In Boost, "More profile visits" brings views, not enquiries. Fix: choose a message or lead objective.
  2. Narrowing the audience too much. Baku + a narrow age range + ten interests together shrink the audience and push the price up. Fix: start broad and let the message of the creative do the filtering.
  3. Setting a language filter without thinking. Choosing a single language cuts off buyers whose phone is set to another one. Fix: leave the language empty and write the copy in the language your audience speaks.
  4. Making changes every day. Every intervention in the budget, audience or creative restarts the learning phase. Fix: base decisions on at least 3–4 days of data.
  5. Working with a single creative. One image tells you the reason for neither a good nor a bad result. Fix: keep 3–4 different creatives in every ad set and switch off the weak ones.
  6. Replying late to enquiries. The ad brings the conversation, but response speed closes the sale. Fix: set up saved replies and an automatic reply outside working hours.
  7. Counting likes as results. A like is not a sale. Fix: track the real result with the Pixel, a lead form or the number of conversations.

When should you hand your ads over to an agency?

Handing management over to a specialist pays off when your monthly ad budget grows or when results will not stay stable; a small test budget you can manage yourself. If two of the following apply to you, think about professional support:

  • the cost per result has been rising for 2–3 weeks and you cannot find the reason;
  • you have no time or team to produce creative (video, design, copy);
  • tracking between the website, the Pixel and the CRM has not been set up, so nobody knows where sales come from;
  • the ad account has been restricted or payments are frequently declined;
  • you want to run ads on Instagram, Google and TikTok at the same time.

When choosing an agency, insist that the ad account and the Pixel stay in your own Business portfolio and that reports show the cost per result. At Advertol this work is done as part of our digital marketing and SMM service, and clients follow their ad results live in the AVA panel. There are no fixed packages — the proposal is prepared individually after a free strategy call.

Frequently asked questions

What is the minimum amount of money needed to advertise on Instagram?

Meta's technical minimum is roughly 1 USD a day, so you can start with a very small amount. With that budget, however, the system cannot gather enough data. To make a real decision, it makes more sense to set aside 5–10 USD a day for 7–14 days.

Can you advertise on Instagram without a business account?

No, it is not possible to advertise from a personal account. You need to switch the account to the Business or Creator type, which is free and takes a minute. Your posts and followers stay exactly as they are during the switch.

Which card can you use to pay for Instagram ads?

A Visa or Mastercard enabled for online payments is enough, including cards issued by banks in Azerbaijan. The ad account is usually opened in USD, so a payment from a manat card is converted at the bank's exchange rate. Check in advance that the online payment limit on the card is open.

How many hours does ad approval take, and why can an ad be rejected?

Review is finished within 24 hours in most cases, though it can sometimes take longer. The usual reasons for rejection are promises in the creative ("guaranteed results"), copy that refers to personal attributes, prohibited products or a broken link. You can see the exact reason in the Account Quality section, make the correction and request another review.

Why do ads placed with the Boost button not bring sales?

Because the most frequently chosen goal in Boost is profile visits, and the algorithm finds exactly the people who look at profiles. Those people are not necessarily buyers. For sales you need to build a campaign in Ads Manager with a message, lead or Sales objective.

Conclusion

Advertising on Instagram is not technically difficult: if the professional account, Facebook Page, ad account and card are ready, you can set up your first campaign in an evening. What makes the difference is the choices — Ads Manager instead of Boost, a real business objective instead of "profile visits", testing instead of a single creative, cost per result instead of likes. A 1–2 week test at 5–10 USD a day will show you how your market responds to advertising.
