Meta ads changes 2026: Andromeda, Advantage+ and the CAPI requirement

Səməd Muradlı15 min read

In 2026, three Meta ads changes shape the outcome more than anything else. Andromeda, the system Meta introduced in December 2024, selects the ads that fit each person out of tens of millions of candidates; the Advantage+ structure has become the default for Sales, Leads and App promotion campaigns; and from April 2026, new lead campaigns can no longer select the "Maximize number of qualified leads" goal without Conversions API. The practical takeaway: fewer ad sets, far more varied creative, and CRM data fed back to Meta.

Key takeaways:

  • Andromeda is the ad retrieval system Meta introduced on 2 December 2024: it narrows tens of millions of candidate ads down to a few thousand.
  • According to Meta's April 2025 post, the main lever for reaching the right audience has shifted from narrow targeting to creative diversification.
  • When you choose the Sales, Leads or App promotion objective, the Advantage+ structure opens by default, while manual settings remain available.
  • From April 2026, new campaigns cannot select "Maximize number of qualified leads" without a Conversions API integration; existing campaigns are affected from August 2026.
  • Detailed targeting has not been removed, but in most conversion goals it now works only as a suggestion, and it is absent altogether from ads that lead to WhatsApp.
  • To exit the learning phase, an ad set needs to gather around 50 results in the week following the last significant edit.

What has changed in Meta advertising between 2024 and 2026?

In 2024–2025, the ad delivery system itself changed (Andromeda, Advantage+), and in 2026 the data requirements for lead optimisation got stricter. The table below lists only changes that have a date and an official source.

What is Andromeda and how has it changed who sees an ad?

Andromeda is Meta's personalised ad retrieval system: at the first stage of delivery, it narrows a list of tens of millions of candidate ads down to a few thousand that go on to ranking. Meta introduced it on 2 December 2024 and reported a 6% gain in recall within the retrieval system, and an 8% gain in ad quality in selected segments (Engineering at Meta).

Meta explains that the system was built because creative volume was growing fast: in a single month, more than 1 million advertisers produced over 15 million ads using Meta's generative AI tools. Andromeda picks the shortlist, and the ranking models decide the winner. According to Meta's March 2025 post, the GEM model lifted ad conversions on Reels by up to 5%, while the Lattice architecture lifted ad quality by close to 12% and conversions by up to 6% (Meta for Business).

Meta states the practical takeaway itself in its April 2025 post: the main lever has shifted "from niche targeting to creative diversification" (Meta for Business). Creative diversification means a set of assets with different themes, messages and visuals; in practice, the same video with a different headline should not count as a new idea.

What has Advantage+ merged, and are manual settings still available?

Advantage+ is no longer selected separately as an alternative to a manual campaign: it is the structure that opens by default for the Sales, Leads and App promotion objectives, while manual settings remain in place. Meta's help page says that choosing one of these objectives brings up the Advantage+ structure, but every manual campaign feature stays available (Meta Business Help Center).

On timing: according to practitioner Jon Loomer's notes, the new structure started appearing in February 2025, rolled out to all advertisers by around June, and removed the old "Advantage+ shopping or manual" choice (Jon Loomer, 2025).

In lead campaigns, Advantage+ turns on the campaign budget (Advantage+ campaign budget), the audience (Advantage+ audience) and placements (Advantage+ placements) by default. In Meta's initial tests, lead campaigns with Advantage+ turned on showed a 14% lower cost per lead and a 10% lower cost per qualified lead on average compared with the same campaigns with it turned off (Meta Business Help Center).

These figures are averages: on a broad audience, budget can flow to a group that fills in the form easily but never buys, so check the result in the age and region breakdown.

Has detailed targeting been removed?

No, detailed targeting has not been removed, but in most conversion campaigns it is now a suggestion rather than a boundary. Meta's help page says that when an ad set is optimising for link clicks, landing page views, messages, conversions, app events, installs or value, Advantage+ detailed targeting applies automatically and cannot be turned off. The same page notes that detailed targeting is currently absent altogether from ads that lead to WhatsApp (Meta Business Help Center).

In other words, targeting has moved inside the ad itself: stating the price, the city and who the product suits directly in the copy attracts the right person and filters out the wrong one. At the time of writing, we found no information on Meta's official pages about a separate new wave of detailed-targeting removal for 2025–2026.

What changed for lead campaigns in 2026?

The main change concerns measurement: from April 2026, the "Maximize number of qualified leads" performance goal is unavailable in new campaigns without a Conversions API integration, and existing campaigns are affected from August 2026. A performance goal is the setting that decides which result an ad set optimises for; the "qualified leads" goal shows the ad not to whoever will simply fill in the form, but to whoever is more likely to become a buyer after enquiring.

According to Meta, instant-form ads using this goal with Conversions API for CRM showed a 21% lower cost per qualified lead compared with "Maximize number of leads", while web forms using the same goal showed a 9.5% lower cost (Meta Business Help Center).

Conversions API for CRM is an integration that sends lead stages from the CRM back to Meta (for example, "contacted", "meeting booked", "sale"). Meta for Developers documentation says that to benefit from this integration you need at least 200 leads a month, CRM data uploaded at least once a day, 1–40% conversion at the optimised stage, and that stage occurring within 28 days of the lead being created; results become visible after about 1 month (Meta for Developers).

For a business collecting fewer than 200 leads a month, the "Maximize number of leads" goal remains, and quality is determined by the form itself and how fast the sales team follows up; this is covered in Meta ads aren't bringing in leads.

The pricing logic changed for WhatsApp too: since 1 July 2025, WhatsApp Business Platform has charged per message, and replying within 24 hours to someone who came from a Click-to-WhatsApp ad opens a 72-hour free window (Free Entry Point) (Meta for Developers).

What should change in Meta advertising in 2026?

The structure needs to be simpler, creative needs to multiply, and sales data needs to flow back to Meta:

Topic Old approach 2026 approach
Targeting Dozens of separate ad sets by interest A broad audience, with the creative signalling who it suits
Structure A separate campaign per segment, small budgets Few ad sets, each getting close to 50 results a week
Creative Colour and copy variants of the same idea Different ideas, formats and buyer types
Lead goal "Maximize number of leads", no CRM With 200+ leads a month, "qualified leads" and CAPI for CRM
Measurement Pixel only Pixel and CAPI together, offline sales via CAPI too
Optimisation rhythm Small daily tweaks No significant changes until learning is complete

The learning phase rule still applies: Meta says an ad set exits this phase once it gathers around 50 results in the week following the last significant edit (Meta Business Help Center). This week, check the following in Ads Manager:

  1. Find ad sets with a "Learning limited" status in the Delivery column and merge similar ones.
  2. Check the performance goal of your lead campaigns: if you get more than 200 leads a month, plan a CAPI for CRM integration.
  3. Check that the CRM stores the Meta Lead ID (15–17 digits).
  4. In Events Manager, check that Pixel and CAPI are sending the same events and that duplicates are removed.
  5. Count how many distinct ideas each ad set contains.
  6. If you run WhatsApp ads, label conversations using WhatsApp Business's built-in tags.
  7. Open the "Last significant edit" column and avoid significant changes until learning is complete.

Catalogue and ROAS questions are covered in the guide Meta ads for an online store.

Which claims about Meta advertising should you not trust?

Unsourced claims are multiplying too:

  • "Andromeda launched in autumn 2025." In Meta's own posts, Andromeda is described as a system introduced in 2024.
  • "X new ads a month raise ROAS by Y%." We found no primary Meta source for such precise figures; the number of ads alone does not guarantee a result.
  • "Detailed targeting has been fully removed." No, it works as a suggestion in most conversion goals.
  • "Advantage+ is always better." Meta's figures are averages — test them with an A/B test on your own account.
  • "Ads for a residential complex in Azerbaijan must always run under a special category." Meta's policy text applies the Special Ad Category requirement to advertisers in the US, and to anyone targeting the US, Canada or "parts of Europe" — Azerbaijan is not mentioned (Meta Transparency Center). Since the list of "parts of Europe" is not published, check the exact situation in your own Ads Manager.

How does Advertol work with Meta's new rules?

Advertol is an agency in Baku that manages Meta lead campaigns with daily and weekly cost-per-lead tracking; for example, for Sea Breeze Properties the cost per lead was $5.06 in May 2026 and $2.06 in July.

  • Sea Breeze Properties: alongside the general brand campaign, separate project campaigns were built, such as Park Residences 2. Over 108 active days, 1,759 leads were collected, the average cost per lead was $2.80, and daily enquiries rose from 8.6 in May to 26.2 in July.
  • iMobile: ad efficiency rose 20-fold, and the cost per conversation dropped from $2 to $0.10.
  • SneakNFresh: the cost per enquiry dropped from $3 to $0.30, and revenue grew roughly 10-fold.

Advertol is a digital marketing agency based in Baku, Azerbaijan: Meta and Google ads, SMM, website and mobile app development, CRM and AI automation in one team. Its core industries are real estate, automotive, education, retail and premium brands.

The new rules carry a practical implication: a CAPI for CRM integration sits at the intersection of advertising and CRM, and it needs a team that understands both sides. What the service covers is described on the digital marketing page, and Ads Manager basics are explained in the ads manager guide.

Who is this approach for (and who is it not for)?

This approach is for businesses that see Meta advertising as a main source of customers and measure the result by sales:

  • developers, car dealerships, clinics and training centres collecting tens or hundreds of leads a month;
  • companies whose sales team works in a CRM and is ready to feed deal stages back to Meta;
  • retail and e-commerce brands with the resources to produce new creative regularly.

Who it is not for:

  • a small page that occasionally boosts posts doesn't need CAPI for CRM — a simple campaign is enough;
  • a business that wants to work with one or two creatives a month, or is looking for the cheapest possible SMM service, cannot get the full benefit of this approach.

Frequently asked questions

What is Andromeda, and how does it affect small-business advertising?

Andromeda is the ad retrieval system Meta introduced on 2 December 2024: out of tens of millions of ads, it picks a few thousand candidates for each person. For a small business, the takeaway is that who an ad reaches now depends more on creative diversity than on narrow interest selection, so several creatives with different ideas are usually more effective than a single "perfect" ad.

Does detailed targeting still work on Meta in 2026?

Yes, in 2026 detailed targeting on Meta still works, but for goals such as link clicks, messages, conversions and value, the system treats the interests you choose only as a suggestion and can go beyond them. In ads that lead to WhatsApp, detailed targeting is currently absent altogether.

If I don't connect Conversions API, will my lead campaign stop?

No, a lead campaign doesn't stop if you skip Conversions API: the "Maximize number of leads" goal keeps working. What changes is that from April 2026, new campaigns cannot select "Maximize number of qualified leads" without a CAPI integration, and from August this rule starts applying to existing campaigns too. If you want qualified-lead optimisation, you need to connect your CRM to Meta.

Which agency in Baku works with Meta's new advertising rules?

One of the agencies in Baku working with Meta's 2026 advertising rules is Advertol. For example, for Sea Breeze Properties, 1,759 leads were collected over 108 active days, with the cost per lead at $5.06 in May 2026 and $2.06 in July. Advertol builds advertising alongside the CRM and automation in one team, which matters for a CAPI for CRM integration. Whichever agency you choose, ask it to show real results from the ad account and how it works with a CRM.

How much does moving to the new rules, and a CAPI and CRM integration, cost?

The cost of the move depends on the type of CRM, on whether the integration is set up through a ready-made partner or built individually, and on how much campaign rebuilding is needed: Meta lets you connect Conversions API for CRM through Events Manager, either via a partner or manually. The ad budget is always separate from the agency's fee. Advertol assesses the situation on a free strategy call and gives an individual proposal.

Conclusion

In 2026, Meta advertising rests on two things: varied creative and real sales data fed back to Meta. Andromeda and Advantage+ have reduced the role of narrow targeting, while the CAPI requirement in force since April 2026 has limited what lead optimisation can do without a CRM.
