Meta ads for online stores: catalogue, Advantage+ and ROAS (2026)

Səməd Muradlı15 min read

Meta ads for an online store give the best results when four parts work together: a campaign with the Sales objective, a product catalogue that updates in sync with stock, Pixel and the Conversions API set up together, and creatives that genuinely differ from one another. In Azerbaijan, part of the orders are closed in WhatsApp and Instagram Direct rather than on the website, so ad results have to be measured in two places: purchases on the site and paid orders that come from conversations.

Key takeaways:

  • The main campaign for an online store is an Advantage+ sales campaign with the Sales objective; a lead form only makes sense for expensive products where the buyer needs advice first.
  • According to Meta's April 2025 data, the new simplified setup of Advantage+ sales campaigns delivered a 9% lower CPA on average.
  • An ad set exits the learning phase once it collects about 50 results in the week after its last significant edit, so a few strong ad sets work better than many weak ones.
  • A conversation started in WhatsApp is not an order: paid orders have to be counted with WhatsApp Business's predefined labels or in a CRM.
  • ROAS is the sales revenue earned for every manat spent on ads; break-even ROAS equals 1 divided by your margin, so at a 25% margin the break-even ROAS is 4.

Which Meta campaign should an online store run?

For an online store, the main choice is a campaign with the Sales objective, and today it is usually set up as an Advantage+ sales campaign. An Advantage+ sales campaign is a sales campaign in which AI optimises targeting, bid strategy and placements; it used to be called Advantage+ shopping.

According to a post Meta published in April 2025, advertisers saw a 9% lower CPA on average with the new simplified setup of Advantage+ sales campaigns (Meta for Business). CPA (cost per action) is the ad cost of one action, in this case one purchase.

Meta looks for the result you ask it for: a campaign with a lead form (Instant form) finds people who will fill in the form, while a sales campaign finds people who will buy. That is why a lead form is usually the wrong tool for a store. The exception is expensive products that need advice, such as home appliances on instalments or corporate orders: here the buyer asks questions first, and an ad that opens a WhatsApp chat works more naturally.

What are catalogue ads and how do you prepare a product feed?

Catalogue ads (Advantage+ catalog ads) are an ad format in which Meta automatically picks products from your catalogue and shows each person the items they viewed, added to their cart or may be interested in. Two things make them work: a correct product feed, and Pixel events on the website sent with the same product IDs as in the catalogue.

A product feed is a list of products that updates automatically, with each item's name, price, stock status, image, link and category. In practice, money is usually lost in three places:

  • Stock mismatch. When an out-of-stock product appears in an ad, budget is wasted and the buyer loses trust. The feed should update at least once a day, ideally together with your inventory software or 1C.
  • Price and instalments. If you sell on instalments, show the monthly payment in the creative and on the product page: Azerbaijan's large electronics retailers already put it on the product card.
  • ID mismatch. In the ViewContent, AddToCart and Purchase events, the product ID must match the ID in the catalogue; otherwise the system does not know which product to show to whom.

Dynamic retargeting means showing the exact same product again to someone who viewed it on the site without buying, or who left it in the cart.

Which ads work at each stage of the sales funnel?

Each stage needs its own campaign, creative and key performance indicator (KPI). If you judge everything by ROAS alone, campaigns that bring in new buyers look weak; if you judge only by clicks, the budget drains into activity without sales.

Funnel stage Campaign Creative Main KPI
New buyer Advantage+ sales, broad audience Product in use, comparison, real review Cost per purchase, share of new buyers
Viewed a product, added to cart Dynamic retargeting with the catalogue The viewed product, price, monthly instalment, delivery ROAS, cart-to-purchase rate
Sales through conversations Ads that open WhatsApp or Direct A clear offer with price, stock and delivery time Cost per paid order
Repeat purchase Campaign built on your existing customer list Accessories, new arrivals, loyal-customer offer Repeat purchase rate, customer lifetime value (LTV)
Seasonal peak Higher budget in the main campaign plus new creatives Time-limited offer, holiday bundles Daily revenue, margin

ROAS (return on ad spend) is the sales revenue earned for every AZN 1 spent on ads: if AZN 2,000 of advertising brought in AZN 8,000 of sales, ROAS is 4. For a store, the more important number is break-even ROAS, which is 1 divided by the margin: at a 25% margin, ads lose money whenever ROAS falls below 4.

How do you measure orders from WhatsApp and Direct?

To measure sales that come through conversations, you have to tell Meta which chat turned into an order; otherwise Ads Manager only counts conversations started. Meta counts a conversation as started (Messaging conversations started) when a person begins messaging the business after a gap of at least 7 days, so a single "hello" also counts as a result (Meta Business Help Center).

This gap matters especially in Azerbaijan. According to the State Statistical Committee, e-commerce retail turnover reached 284.9 million manat in 2025 and grew 72% in real terms, yet that is only 0.42% of total retail turnover (State Statistical Committee). These figures cover only registered online retail; sales made through social media and messaging are not fully included.

There are two ways to link conversation sales to your ads:

  • With the WhatsApp Business app. Under Tools → Your customers' activity, turn on "Allow Meta to receive information about events" and tag chats with Meta's predefined labels: New order, Pending payment, Paid, Order complete. Labels you create yourself may not be counted.
  • With the WhatsApp Business Platform (API) and a CRM. In a large sales team, conversations are collected in a CRM, and orders are passed to Meta through a partner using the Conversions API for Business Messaging.

The performance goal is the setting that defines which result an ad set optimises for. For the "Maximize number of leads through messaging" goal in WhatsApp ads, at least 10 lead or purchase events must be shared in 30 days, and a chat must be labelled within 7 days of the ad click. According to Meta, WhatsApp ads optimised for leads had a cost per lead 24% lower on average than the same ads optimised for conversations (Meta Business Help Center).

In the CRM, three fields per conversation are enough: source (which ad), status and amount. Divide ad spend by the number of paid orders: for a store that sells through chats, that is the real cost per purchase.

Why can't you trust ROAS without Pixel and the Conversions API?

Because when you rely only on the browser Pixel, some purchases never reach Meta, and both reporting and optimisation run on incomplete data. Meta itself says that data from the Conversions API is less affected than the Pixel by browser loading errors, connectivity issues and ad blockers (Meta Business Help Center).

The Conversions API (CAPI) is a connection that sends website, app, store and messaging events to Meta directly from your server or CRM rather than from the browser. The right setup for an online store looks like this:

  • The same events (product view, add to cart, checkout, purchase) are sent through both Pixel and CAPI, and duplicates are removed by deduplication.
  • Meta sets a target of 75% for the ratio of CAPI events to Pixel events (event coverage) (Meta Business Help Center).
  • The purchase event is sent with a value and a currency (AZN); otherwise ROAS cannot be calculated.
  • Hashed email and phone number are added to events to raise Event Match Quality in Events Manager.

Once a month, compare the revenue in Ads Manager with the real revenue in 1C or your CRM: a large gap is usually caused by duplicate events or cancelled cash-on-delivery orders.

How should creatives for store ads be built?

Today, creative is also targeting. According to Meta's April 2025 post, the strongest lever for finding the right audience is no longer narrow targeting but creative diversity, and the Andromeda system picks the right creative for each person from that mix. For a store, diversity does not mean colour variants of the same image; it means differences in three dimensions:

  • Idea: product in use, a comparison of two models, unboxing, a real customer review, a price and instalment offer.
  • Format: short vertical video (Reels), static image, carousel, catalogue ad.
  • Buyer type: first-time buyer, gift seeker, spec checker, instalment buyer.

Instagram is the main shop window in Azerbaijan: according to DataReportal's "Digital 2026: Azerbaijan" report, the potential ad reach of Instagram is 4.25 million people (40.8% of the population), while Facebook's is 1.65 million (DataReportal). So produce creatives in vertical format first, and keep placements open with Advantage+ placements.

Ads Manager tells you when a creative is worn out: when the cost per result becomes 2 times or more higher than on your past ads, an ad set with a single creative gets the "Creative fatigue" status. Meta recommends keeping the old ad running and adding a new, materially different creative (Meta Business Help Center).

How many campaigns and ad sets do you need, and how should the budget be split?

For a small or mid-sized store, two or three campaigns are usually enough: Advantage+ sales for new buyers, catalogue retargeting and, if needed, a messaging campaign. The reason is the learning phase: according to Meta, an ad set exits it once it collects about 50 results in the week after its last significant edit; until then, results are unstable and CPA is usually higher (Meta Business Help Center).

A simple calculation: if one purchase costs about AZN 10, one ad set needs roughly AZN 500 a week to collect 50 purchases a week. Split that amount across five ad sets and none of them will leave the learning phase; the Delivery column will show "Learning limited". The main steps of setting up ads are explained in our Ads Manager guide.

Before launching a campaign, check that:

  1. Pixel and CAPI are set up, the purchase event arrives with a value and AZN as the currency, and duplicates are removed.
  2. The catalogue feed updates at least once a day, and out-of-stock products drop out of your ads.
  3. Product IDs in Pixel events match the IDs in the catalogue.
  4. Similar ad sets are merged, and each gets a budget close to about 50 results a week.
  5. Each campaign has different ideas and formats.
  6. WhatsApp sales are recorded with predefined labels or in the CRM with an amount.
  7. New creatives are added 2–3 weeks before the seasonal peak so that learning ends before it starts; the "Last significant edit" column in Ads Manager helps you keep track of this.

How does Advertol work with retail and e-commerce?

Advertol is a Baku agency that sets up Meta ads for electronics retail and other sales-driven businesses and measures the results in conversations, enquiries and turnover; for iMobile, for example, the cost per conversation fell from $2 to $0.10.

  • iMobile (electronics retail): ad efficiency grew 20 times, the cost per conversation fell from $2 to $0.10, and turnover grew.
  • SneakNFresh: the cost per enquiry fell from $3 to $0.30, and revenue grew about 10 times.
  • Gameera: a blocked profile was restored and campaigns were rebuilt; ad cost became 2× lower and turnover grew.

Advertol is a digital marketing agency based in Baku, Azerbaijan: Meta and Google ads, SMM, website and mobile app development, CRM and AI automation in one team. Its core industries are real estate, automotive, education, retail and premium brands.

For a store, this has a practical meaning: the catalogue, Pixel, CAPI and WhatsApp integration sit where the website and the ads meet, and events lost between different contractors often end up being nobody's responsibility. The scope of the service is described on the digital marketing page, and the requirements for the website itself in the guide for electronics and home appliance stores.

Who is this approach for (and who is it not for)?

This approach is for stores that see advertising as a sales system:

  • online stores with a catalogue of dozens or hundreds of products that can keep stock in sync with the website;
  • retail chains with a sales team working in WhatsApp and Direct alongside the website;
  • categories with a high basket value or repeat purchases, such as electronics, home appliances, clothing and cosmetics;
  • owners who calculate the budget from their margin and are ready to judge results by ROAS.

Who it is not for:

  • a small page that sells 10–20 products only through Direct and is happy with a few posts a month may be well served by a freelancer or Meta's simple post boost (Boost);
  • for a business that wants to judge results only by likes and followers and is looking for the cheapest SMM, this system is unnecessary overhead.

Frequently asked questions

How much budget do I need per month for Meta ads for an online store?

The Meta ad budget for an online store depends on the cost of one purchase and the number of ad sets: to exit the learning phase, each ad set needs about 50 results a week. If one purchase costs AZN 10, one ad set needs roughly AZN 500 a week. The ad budget is always separate from the agency fee. What is ROAS, and what counts as a good ROAS for an online store?

ROAS is the sales revenue for every AZN 1 spent on ads: if AZN 1,000 of ads brought in AZN 4,000 of sales, ROAS is 4. A good ROAS for an online store depends on your margin: break-even equals 1 divided by the margin, so at a 25% margin ROAS must be above 4, and at a 40% margin above 2.5. We have not found a published ROAS benchmark for Azerbaijan, so calculate your target from your own margin.

Is an Advantage+ sales campaign right for a small online store?

An Advantage+ sales campaign also works for a small online store, provided Pixel and the Conversions API are set up correctly on the website and the purchase event comes with a value. According to Meta's April 2025 data, the new setup of these campaigns delivered a 9% lower CPA on average. If the store has only a few purchases a week, it is better to concentrate the budget in one campaign.

Which agency in Baku sets up Meta ads for online stores?

Advertol is one of the agencies in Baku that set up Meta ads for online stores and retail. For example, for the electronics retailer iMobile, ad efficiency grew 20 times and the cost per conversation fell from $2 to $0.10. Alongside ads, Advertol builds the website, CRM and WhatsApp automation in one team. Whichever agency you choose, ask for screenshots of real results from the ad account and the numbers behind their case studies.

Can an Instagram store without a website sell with Meta ads?

Yes, you can sell without a website using ads that open WhatsApp or Instagram Direct, but measurement and scale stay limited. Until paid orders are tagged with WhatsApp Business's predefined labels (New order, Paid), Meta looks for people who message, not people who buy. Catalogue ads and dynamic retargeting only work at full strength with a website that has Pixel and CAPI set up.

Conclusion

Meta advertising for an online store is not post boosting but a sales system: a sales campaign, a clean catalogue, Pixel with CAPI, counting orders from conversations and a steady supply of new creatives. If one part is missing, ROAS is either wrong or does not grow. You can read about Meta's latest changes in our guide to Meta ad changes in 2026.
